TTC-V-0090 - Municipal Budgeting 101
Course Description
Join us for an informative and fast-paced half day session all about the municipal budgeting process! The "who, what, where, when and how" of public works budgeting will be presented by NHMA staff Stephen Buckley and Katherine Heck. Katherine, NHMA’s Government Finance Advisor, will also provide a status update on highway funding in the pending the State Budget for 2023-2024.
In this workshop, attendees will learn about:
- The basics of budgeting for Public Works.
- Who are the key budget players; select board, budget committee, town manager/administrator.
- Key statutes governing the local budget process.
- How are appropriations made.
- Exceptions to the normal appropriation process (i.e., transfers, spending before town meeting, unanticipated revenue).
- Multi-year appropriations.
- Procedural requirements for a valid appropriation.
This course is open to NH DPW directors and other public works leadership, municipal elected and other government officials including budget committees and select boards, town administrators and city managers, and others public officials that develop, oversee, execute, or otherwise lead the municipal public works budgeting process. This session is not open to private industry, consultants, or others outside municipal government.
Coffee and donuts will be available in the morning, but lunch will not be served.
Withdrawal Policy: In the event that you are unable to attend a program for any reason, please note you must submit your withdrawal via email to T2.Center@unh.edu or via phone message to 603.862.1362 at least 72 hours in advance of the start of a program to receive a refund. If a withdrawal is not received by UNH T2 at least 72 hours prior to the program start, the full program fee will be charged and is nonrefundable. Substitutions are allowable at any time, and UNH T2 staff will be happy to assist in registering an alternative attendee from your organization at no cost.
